There are no fees or permits required for day hiking to San Mateo Peak via the Morgan Trail. However, if you plan to camp overnight, an overnight wilderness permit is necessary.
Parking
Parking is available at the Morgan Trailhead, located off South Main Divide Road in Lake Elsinore, CA 92530. The parking area is free, and no Adventure Pass is required. Please note that there are no restroom facilities at the trailhead.

I loved this hike. It had a few inclines and a beautiful view at the end. There are a few spots to park, which is great. There is a tiny restaurant just a few miles away from the trailhead overlooking the city of Lake Elsinor - highly recommended to stop for a bite after your hike.
