Consistent winds, Backcountry conditions, small crowds, lots of snow (or ice depending on when the last storm happened).

Get to Skyline via Fairview UT, they plow the roads pretty thoroughly.

At the parking lot, there are signs warning about the avalanche dangers in the area. If you are kite boarding however, It may or may not apply to you since you don't need to be by the steep slopes to have fun. The area is also good for backcountry ski/snowboarding, and snowmobiling.
