Hike to Cleo's Bath

Did this hike in late October and it was a gorgeous temperature for this hike but there was VERY little water in the lake, river and bathing pool. A beautiful hike and my dog loved the murky brown water. Not sure the best time to do this? Perhaps late spring? Summer too hot and winter too snowy?
