I've shot long exposure photographs from this overpass multiple times now. You can parallel park a couple hundred feet down from where you are taking the photos just on the side of Jackson Street. Walk to the overpass, set up your tripod, then wait until you see a group of cars starting to approach!
If you've got some extra time to kill, you'll want to take some shots of an underpass nearby that's covered with graffiti so go to the Krog Street Tunnel. This tunnel links the Cabbagetown and Inman Park with its well known street art. Steel wool photography works really well here just make sure you wait until there are no cars coming. Fairly busy even when I was there on a Sunday night around midnight. I parked behind a restaurant right next to the tunnel with no problem.
