You used to be able to drive into the rock quarry, and get right unto the lake. The last time I went to Teapot Mountain for a hike right near the rock quarry (sept 2016) there was a permeant gate blocking entry to the rock quarry.. But I'm sure if you really want to go you can park on the gravel road and walk in. Not sure how long it'd take, but it's not that far.

From, the parking lot there is another road and it's a bit of a tough road so we just walked up but you can easily walk up to get to the top of the falls you'll see the river from the top. We then crossed some large rocks to find the trail that leads to the top of the falls. It's neat up there you don't have the best best view but it's pretty neat regardless. Careful in the rainy days it's slippery and steep.
